  Light water reactors convert H to D.  More importantly they produce
lots of materials like plutonium, an element that has obvious utility
for constructing weapons.

  What form of world government does Paul. F. Dietz propose to insure
that McCarthies 120,000 reactors are not used to produce weapons?
