This is true only under the assumption that the artificial
change is small compared to the natural change. In the limit
as the artificial change becomes comparatively large this is false. 

It's certainly invalid to use this argument as evidence that response is
not yet indicated, unless one can argue that the artificial change
is relatively small, and is likely to remain so despite the continuing
exponential increase in the artificial forcing.
