Demand shaping policies



Does anyone know of literature that deals with food policies 
that shape demand, i.e., that offer incentives or remove 
constraints to increase local consumption. Case studies will do, 
though I'm looking more for a general overview type source.
I know encouraging local consumption (and therefore production) 
is a dirty word in today's climate of globalization and 
comparative advantage under markets pried open by IMF/WB 
pressure. Therefore, dated materials may have to do
