Dear Sir,
   Yes this IS illegal.  I have forwarded this to your ISP with a request
that they do something about removing it.  ISPs are very funny about this
type of thing.  They have a tendancy to revoke the accounts of people who
try chain letter scams on the internet.  It is also a federal offense as it
involves the US Postal service.
