Look, civil wars are exacerbated by existing  _population_.  If
there's a war on this gives you a license to call it "over," no matter
which side you're on.
 
As a general proposition, however, most civil wars seem to happen in
places that are poor, or under the stress of great change.  That's not
overpopulation, it's underwealth.
