Well, it depends.  For example, if I wrote a 300-word poem, you
couldn't republish it just because it was less than, say, 400 words.

Where do you live?  I would think almost any library worthy of the
name would have the NY Times.  Still, perhaps not.

"Prostitution?"  Golly, I wonder where you stand on these matters...

As for how to do it, there would have been no problem if Hammell had,
say, written an article that said something like "There's a really bad
series about alternative med in the NY Times," specifying the dates
and why he thought it was bad, assuming he was able to wipe the foam
away from his mouth long enough to type anything.
