methyl bromide and nursery stock production--information request

We are working on a project concerning the use of methyl bromide for the
production of nursery stock. "Nursery stock" here means any sort of plant
or plant part for planting or propagation (such as plants, seedlings,
trees, bulbs, or tubers) excluding seeds. We are looking at both
ornamental and food or fiber nursery stock. I am looking for information
about nursery stovk produced OUTSIDE THE US.
What are the chief pests for which methyl bromide is used? (This could
include soil fumigation; disinfestation of potting mixes, pots, or other
equipment; or commodity fumigation)
What chemical or non-chemical alternatives are available? Any information
about the advantages and disadvantages of these alternatives?
Are there laws or regulations governing production of nursery stock that
require or encourage fumigation with methyl bromide?

I would really appreciate any information, contact names, or or other leads
you sanetters might have!
