Pesticide Environmental Stewardship Program Project Grants 1997: Call
for Proposals

 The Pesticide Environmental Stewardship Program (PESP) Initiative
 Grants are administered by the U.S. Environmental Protection Agency. 
 The goal of PESP is to reduce the risks and use of pesticides in
 agricultural and non-agricultural settings in the U.S.  The Office of
 Pesticide Programs (OPP), as part of the Agency's overall pollution
 prevention effort, has joined with The Office of Pollution Prevention
 and Toxics (OPPT), Pollution Prevention  Division in offering the
 following grant opportunities to interested and qualified parties.

  OPP, Biopesticides and Pollution Prevention Division will utilize
  section 6605 of the Pollution Prevention Act of 1990 to make
  matching grants to states. 

 The Pollution Prevention Act of 1990 (the Act) (PL. 101-508) 
 establishes, as national policy, that pollution should be prevented
 or reduced at the source whenever feasible.  Section 6603 of the Act
 defines source reduction as any practice that: (1) Reduces the amount
 of any hazardous substance, pollutant, or contaminant entering any
 waste stream or otherwise released into the environment (including
 fugitive emissions) prior to recycling, treatment, or disposal. (2)
 Reduces the hazards to public health and the environment associated
 with the release of such substances, pollutants, or contaminants. 
 EPA further defines pollution prevention as the use of other
 practices that reduce or eliminate the creation of pollutants through
 increased efficiency in the use of raw materials, energy, water, or
 other resources, or protection of natural resources, or protection of
 natural resources by conservation. Section 6605 of the Act authorizes
 EPA to make matching grants to States to promote the use of source
 reduction techniques. The Agency believes that pesticide risk
 reduction and associated activities equates to pollution prevention
 and is authorized by the Act.

Requirements:

Funds and Matching 
Requirements: 
Projects must address the risk/use reduction goals of the PESP,
pesticide pollution prevention or Integrated Pest Management (IPM). 
Other projects may be considered if they complement these goals such
as work with nutrient management. The type of projects that will be
considered include education, demonstration, outreach, technology
transfer.

All applicants will compete for available funds.  Funds are limited.
The Federal share of the projects is limited to a range of $30,000 to
$40,000.  Organizations receiving funds under the Pollution Prevention
Act  are required to match Federal funds by at least 50 percent.  For
example, the Federal government will provide half of the total
allowable cost of the project, and the State will provide the other
half.  A grant request for $30,000 would support a total allowable
project cost of $60,000, with the State providing $30,000.  State
contributions may include dollars, in-kind goods and services, and/or
third party contributions.

Applicants:  In accordance with the Act, eligible applicants
include the 50 States, the District of Columbia, the U.S. Virgin
Islands, the Commonwealth of Puerto Rico, any territory or possession
of the United States, any agency or instrumentality of a State
including State universities, and all Federally recognized Native
American tribes.  For convenience, the term "State" in this notice
refers to all eligible applicants. Local governments, private
universities, private nonprofit entities, private businesses, and
individuals are not eligible.  The organizations excluded from
applying directly are encouraged to work with eligible applicants in
developing proposals that include them as participants in the
projects. Contact your EPA Regional Environmental Stewardship Program
Coordinator listed in Attachment B for assistance in identifying
potential project partners.  EPA strongly encourages this type of
cooperative arrangement.

Process:  The EPA Regional Offices will be responsible for all
mailings of the RFP within the Region. Proposals will be submitted to
the Region for review and ranking.  Proposals that the regions rank
highest will be evaluated by a panel composed of headquarters and
Regional representatives. Funding decisions will be made based on
the ranking panel's recommendations.

Criteria:  Proposals will be evaluated based on the following
criteria:

 1.)  Qualifications and experience of the applicant relative to the
 proposed project.

o  Does the applicant demonstrate experience in the field of the
proposed activity?

o  Does the applicant have the properly trained staff, facilities or
infrastructure in place to conduct the project?

2.)  Consistency of applicant's proposed project with the risk
reduction goals of the Pesticide Environmental Stewardship Program
(PESP).

3.)  Provision for measuring and documenting the project's results
quantitatively and qualitatively (evaluation). 

o  Is the project designed in such a way that it is possible to
measure and document the results quantitatively and qualitatively? 

o  Does the applicant identify the method that will be used to
measure and document the project's results quantitatively and
qualitatively?

o  Will the project assess or suggest a new means of measuring
progress in reducing risk/use of pesticides in the United States.

4.)  Likelihood that the project can be replicated in other areas by
other organizations to benefit other communities or that the product
may have broad utility to a widespread audience.  Can this project,
taking into account typical staff and financial restraints, be
replicated by similar organizations in different locations to address
a problem that exists in other communities?

Duration:  Project duration should be eighteen (18) to twenty-four
(24) months.

Format:  Proposals must be submitted following the
attached format.  A proposal   which deviates from this format will
not be considered for funding.

Deadline:  Projects must be received at the Regional Offices by cob
June 6, 1997.  Decisions will be made and  recipients notified by
June 27, 1997.  All  applicants will be notified by mail of funding
decisions.

Pesticide Environmental Stewardship Program Initiative - 1997 Proposal
Format

 Proposals must be typewritten, double spaced in 12 point or larger
 print using 8.5 X 11 inch paper with minimum 1 inch lateral and
 vertical margins. The page limit for the narrative section is ten
 (10) pages.  Pages must be numbered in order starting with the
 proposal narrative and continuing through appendices. An original and
 four (4) copies are required. In addition, an electronic copy on a
 3.5" disk in WP5.1 or WP6.0/6.1 should accompany the proposal.

Please use cover page format provided in Attachment A.  Include the
total duration of the project as well as the proposed duration for
which funding is requested.

Abstract

The abstract shall be a stand-alone document, not to exceed one page,
containing the specifics of what is proposed and what you expect to
accomplish regarding reducing pesticide risk and/or use or pollution
prevention.  It shall identify the measurable environmental results
you expect including potential human health and ecological benefits.

Table of Contents

A one page table listing the different parts of your proposal and the
page number on which each part begins. Proposal Narrative (Parts I
through VI not to exceed 10 pages)

I.  Project Title  A brief description of the project.

II.  Objectives  A numbered list (1, 2, etc.) of concisely written
environmental objectives - in most cases, each objective can be
stated in a single sentence.

III.  Justification  For each objective, discuss the potential
outcome in terms of environmental, human health, pesticide risk
and/or use reduction or pollution prevention.  If appropriate the
target pest(s) and crop(s) should be explicitly stated.  This section
should be numbered with a justification corresponding to each
objective.  

IV.  Literature Review  Briefly describe relevant information
currently available.  This should also include information on
projects currently in progress that are relevant or provide the basis
for either the experimental design or the validation of a new
approach to pest management.

V.  Approach and Methods  Describe in detail how the program will be
carried out.  Describe how the system or approach will support the
program goals.

VI.  Impact Assessment  Please state how you will evaluate the
success of the program in terms of measurable environmental results. 
How and with what measures will ecosystems be better protected as a
result of the program.


Proposal Appendices

These appendices must be included in the grant proposal.  Additional
appendices are not permitted.

A.  Literature Cited  List cited key literature references
alphabetically by author.

B.  Timetable  A timetable that includes what will be accomplished
under each of the objectives during the project and when completion
of each objective is anticipated.

C.  Major Participants  This appendix should list all
farmers/ranchers, farm/ranch organizations, researchers, educators,
and conservationists and  others having a major  role in the
proposal.  Provide name, organizational affiliation or occupation
(such as farmer) and a description of the role each will play in the
project.  A brief resume (up to two pages) should be submitted for
each major researcher or other educator.

D.  Budget Form and Budget  Please complete the attached budget
form. Due to the uncertain status of future funding, all projects,
including submission of reports, must be completed by December 31,
2000.
