and the "All Sources" announcement is for everyone else.  Please

NOTICE:  Applicants filing under this announcement will be considered
for the above duty location only.  Those rated ineligible will be notified
after all applications have been rated.  Applications from eligible persons
not selected for appointment will be held for 90 days.	

Former government employees who took a VSIP (buyout) under the
Federal Workforce Restructuring Act of 1994, (P.L. 103-226) must repay
the full amount to the Agency that paid the buy out prior to first day of

DISPLACED EMPLOYEES: Federal Career and Career-Conditional

means that applicant meets the qualification standard and eligibility

DESCRIPTION OF DUTIES: The National Biological Control Institute (NBCI)
Director is responsible for overall planning, implementing, evaluating and
reinventing NBCI programs; provides leadership in promoting, facilitating
and expediting biological control programs and activities to protect the
Nation?s agricultural and natural resources from harmful animal and plant
pests; provides proactive and supportive leadership; coordinates
biological control activities in Plant Protection Centers, PPQ?s regional
offices and cooperative programs with other agencies, departments,
State departments, other customers and stakeholders; continually
re-identifies customers and works collaboratively to meet their needs;
identifies new technologies and develops projects in collaboration with
pest management experts to provide a context in which biological control
and IPM can operate.

BASIC ELIGIBILITY REQUIREMENTS: A degree in biological sciences,
agriculture, natural resource management, chemistry or related
disciplines appropriate to the position

IN ADDITION to the above, applicants must have 1 year of SPECIALIZED
experience reflecting the range of duties listed above.  Such experience
must reflect the knowledge, skills and abilities as shown under
AEvaluation Criteria@ and must be equivalent in level of difficulty and
responsibility to the next lower level in the Federal service.

DUTIES - The incumbent serves as Director of the National Biological
Control Institute (NBCI) and is responsible for overall planning,
implementing, evaluating and reinventing NBCI programs.  The incumbent
provides leadership in promoting, facilitating and expediting biological
control programs and activities to protect the Nation?s agricultural and
natural resources from harmful animal and plant pests.  Expands the
vision of a collaborative approach to managing agricultural and
environmental pests in a sustainable context.  Develops and implements
operational, strategic, and evaluation plans.  Responsible for
management of NBCI through its different developmental stages. 
Responsible for coordinating biological control activities in APHIS? Plant
Protection Centers, regional offices, and cooperative programs with
other agencies, departments, State departments, and other customers
and stakeholders.  Consults frequently with the NBCI Customer Advisory
Group.  Participates actively in the governments Reinventing Government
initiative, and implements the Government Performance and Results Act,
Chief Financial Officers Act, the National Performance Review and other
factors to keep USDA in the forefront of customer service.  Initiates,
develops and implements a marketing plan to achieve objectives and to
enhance NBCI?s reputation and preeminence.  Identifies new
technologies and develops projects in collaboration with pest
management experts to provide a context in which biological control and
Integrated Pest Management (IPM) can 

operate.  Develops and maintains adequate financial support for NBCI
and for the services sought and rendered.  

QUALIFICATIONS -Applicants must have a degree in biological sciences,
agriculture, natural resource management, chemistry, or related
disciplines appropriate to the position.

IN ADDITION TO THE ABOVE REQUIREMENTS: Applicants must have 1
year of specialized experience performing the range of duties as outlined
above.  Such experience must reflect the knowledge, skills, and abilities
as shown under evaluation criteria.  The required experience must be
equivalent to the next lower grade in the Federal service.

ACTAP/ICTAP  applicants must be rated well-qualified for the position.
