Topic:  Protecting Water Quality Through Urban-Rural 
        Partnerships:  Lessons from the New York City 
        Watershed Protection Program

       Control Agency (MPCA), 520 Lafayette Road, St. 
       Paul

Speaker:  Mr. Al Appleton, former Commissioner of NY 
          City's Dept. of Environmental Protection 
          and Director of the city water and sewar 
          system.  As commission from 1990 through 
          1993, Mr. Appleton was the principal 
          architect of the comprehnsive watershed 
          protection partnership between the City and 
          the communities and residents of the 
          Catskill/Delaware watershed complex, which 
          is the source of the City's drinking 
          water.  The Catskill/Delaware watershed 
          complex is the largest surface water supply 
          system in the world, servicing more than 9 
          million water users.
