As Commissioner of New York City's Department of Environmental Protection
and Director of the city water and sewer system from 1990 through 1993, Mr.
Appleton was the principal architect of the comprehensive watershed
protection partnership between the city and the communities and residents
of the Catskill/Delaware watershed, which is the source of the city's
drinking water.  The Catskill/Delaware watershed complex is the largest
surface water supply system in the world, servicing more than nine million
water users.

Mr. Appleton is currently a senior fellow with the Regional Plan
Association (RPA) in New York City, where he specializes in designing and
evaluating approaches to public investment that integrate environmental and
infrastructure needs with economic and community development.  His projects
include estuary management, urban transportation, and integrated resource
management approaches to water quality management.
