You will need to specify the lamp type - incandescent or fluorescent, and
the wattage (rated and actual), the fixture height above floor level, type
of lens, if any, the details of any union contracts for the trade or trades
involved in the change-out, whether it is a federal project (under
Davis-Bacon wages), whether the change-out is to occur during regular hours
or not, whether it will occur on a holiday noted in the workers contracts,
and whether a supervisor (or several management levels) must sign the work
order, purchase order, rfp, approval of work, authorization to pay, sign the
check, push the button on the machine to address the envelope, stuff the
envelope - I think you get the idea. Your question is vague and ambiguous
and lacks sufficient specificity to be answered with the precision that
green builders are accustomed to and deserve.
