  -- Important -- Where are you located?   some comments anyway -- 

1.  Sue lot owner to paint the lot white  ;~ }   .... naaaa

2.  (Low cost)  install exterior reflective shade screens that
    can intercept incoming radiant energy prior to it reaching
    the single pane window ext. surface; shade screen inner surface 
    would still re-radiate some IR, however.

3.  apply a "lo-E" interior film to existing windows (but, single pane
     windows are energy _innefficient_ in most of the US now...)

4.  Do both step 2 & 3 as package; check costs vs step 5...

5.  Replace windows with lo-E glazed units, combined with step 2.
    If in an area with high solar heat gains, select glazing designed
    for good visible light transmission and appropriate SHG factor
    (data -- now becoming available on NFRC rated units)

6.  Send check for consulting fees of $0.02 to address below
