Hi! I've been working on this a bit, and here is m‡y
POTENTIAL solution, part 1:
G: An encapsulating character. Either G(string)G
or (string)GG.  Either way, G is like STOP.
B: Digit.  They use a base 6 system.
H: An addition/subtraction character. Sample use:
1H27H26 is 1+26=27 or 27-26-1 or 27-1=26
(all are equivalent). 
Base 6 rationale: 36 spaces after message (17.1/.492=36)
Counts to 6 at start. More in Q section.  What is I?
