Title: CENSORSHIP AND SELECTION POLICIES IN PUBLIC SENIOR HIGH SCHOOL LIBRARY MEDIA CENTERS IN MICHIGAN

Abstract: The main purpose of this study was to identify and describe incidents of censorship which occurred within the five year period of 1973-1978 in school library media centers in Michigan. In examining the prevalence of censorship, the study also sought to determine the role and impact of selection policies in cases of censorship. Incidents of censorship were analyzed with current selection policies to determine whether the policies were used in the defenses against censorship and the relationship between the outcomes of the incidents of censorship and recommended components of policies suggested by the Intellectual Freedom Committee of the Michigan Association for Media in Education (MAME). Three research questions were developed to explore the relationship between endorsements and composition of selection policies and the outcomes of incidents of censorship which resulted in the restoration to full access of challenged titles.

Information collected by questionnaire on the prevalence of censorship in the state revealed that censorship did occur in public senior high school library media centers in Michigan between 1973-1978. A total of sixty-four incidents was reported and in the majority of these cases, the selection policies were consulted in defending the challenged materials.

The first research question concerned the relationship between incidents of censorship and endorsements of the selection policies. Data suggested the existence of a relationship between retention of materials and the endorsements of selection policies by local governing boards.

Regarding the second research question which examined the relationship between the outcomes of incidents of censorship and each of the ten recommended components, a statement on materials selection philosophy was the most prevalent component in selection policies involved in successfully combatting censorship.

The third research question addressed the relationship between censorship and the total number of components in a selection policy. Policies involved in cases resulting in restoration to full access of challenged titles contained at least five components.
