Do they really plan all the way to 2018? It seems like so many changes in the law and funding would happen that they would be forced to think on a more temporary basis. But perhaps they save money, like a few dollars from each paycheck, to prevent this contingency from happening.

Does this really happen? I'd love for someone to drop some knowledge on me
