PROCEEDINGS OF THE NATIONAL CONVENTION
Brief account of the works done by the National Convention convened between 9 January 1993 to 30 March 1996 and 17 May to 9 July 2004

The National Convention inaugurated on 9 January 1993, in order to formulate fundamental principles in drafting a new enduring State Constitution, was temporarily adjourned for various reasons on 30 March 1996. The total number of delegates, in eight various groups, who attended the then National Convention was over 700.
These eight groups comprised of delegates from-
(1) Political Parties
(2) Representatives elect
(3) National Races
(4) Peasants
(5) Workers
(6) Intellectuals and Intelligentsia
(7) State Services Personnel
(8) Other Invited Delegates
During the period from 9 January 1993 to 30 March 1996, the following tasks had been carried out successfully by the National Convention -
(a) Setting forth Chapter Headings, suitable to be included in the " State Constitution and their serial order ",
(b) Laying down principles to serve as bases in prescribing " State Fundamental Principles ",
(c) Laying down detailed basic principles for the Chapter " The State ",
(d) Laying down detailed basic principles for the Chapter "The State Structure ",
(e) Laying down detailed basic principles for the Chapter "The Head of State ",
(f)
Laying down detailed basic principles for prescribing
Self -Administered Divisions or Self -Administered Zones "included
in the Chapter" The State Structure ",
(g) Laying down detailed basic principles for "Formation of Legislature",
(h) Laying down detailed basic principles for "Formation of Executive",
( i) Laying down detailed basic principles for "Formation of Judiciary",
The State, in order to build a new Democratic Naing-ngyan-daw (Country) as desired by the entire Nation, reconvened the National Convention from 17 May to 9 July 2004, at the Nyaung-hna-pin Camp in Hmaweb Township. At that reconvened National Convection the following delegates totaling (1088) persons from(8) groups were invited.

During the Plenary Session of the National Convection reconvened form 17 May to 9 July 2004, the national Convention Work Committee Chairman, H.E. U Aung Toe submitted the clarification regarding the sharing of Legislative Powers between Pyidaungsu Hluttaw and Region or State Hluttaw and also the formation of Financial Commission.
In respect of the Clarification made by the National Convention Convening Work Committee Chairman concerning the sharing of the Legislative Powers and formation of the Financial Commission, the respective (8) groups of delegates who were invited to the National Convention freely and independently discussed in the meeting rooms specified for each group of delegates. After the discussion, proposals in writing, for presentation to the Plenary Session of the National Convention were prepared by the respective delegate group and present the proposal in their respective delegate group meetings.
After compilation of proposals through Groupwise Coordination, these proposals were submitted at the Plenary Session of the National Convention.
On 9 July 2004, after presentation of the proposals by the respective groups, the Chairman of the National Convention Convening Commission declared that the reconvened National Convention was adjourned and the adjourned National Convention would be reconvened in the open season.
At the National Convention to be convened on 17 February 2005 total number of delegates invited, is 1086. The list of the invited delegates is as follow:-

Delegates including various national races from every State and Division are included in the list and at least one delegate from each township is included. The delegates invited to the reconvened National Convention have experiences in political, military, economic, administrative, legal, judicial and national solidarity affairs.
The following agendas are slated for submission to the Plenary Session of National Convention recovened on 17 February 2005
(a) Opening speech by H.E.Lt. General Thein Sein, Chairman of National Convention Commission.
(b) The report of Panel of Chairman regarding matters submitted to the Plenary Session of the National Convention held from 17 May to 9 July 2004.
(c) The adoption of the detailed basic principles regarding the sharing of Legislative Power between Pyidaungsu Hluttaw and Division or State Hluttaw and formation of financial Commission
(d) The clarification, by the chairman of National Convention Convening Work Committee regarding the sharing of Powers relating to Executive and Judicial matters.
(e) The submission of the proposals by delegates group regarding the clarification of power sharing relating to Executive and Judicial matters.
(f) Closing speech by H.E.Lt.General Thein Sein, Chairman of the National Convention Convening Commission.
