I believe it fair to say that current concensus
would be for an SGML/XML/Docbook/DTD type solution
provided it:
  a) Supports potentially sophisticated indexing requirements
  b) Supports some form of categorisation structure
  c) Supports linking separate document sections
  d) Is not too hard to learn a usaable subset fairly quickly
  e) Enough free/open tools are available to permit actual use.
  f) At least some converters exist to/from existing formats

 I'm going off to learn more about
   info/texInfo - I/we need to be unbiased
   SGML/XML/DTDs etc

If anyone wants to come with me, I'm going to start
at the useful FreeBSD SGML link site:

I expect it will take me a few days/nights
(Hey some of us have _paying_ work to do :) )
