On one hand, I agree, but the way the GPL is typically used, someone
can reference the GPL, but omit it in their distribution package.
Not so! The GPL explicitly says that you must include the GPL in
every copy that you distribute. We recommend *also* including
references to where to get a copy, just in case something gets messed
up.
I think the point I am making is that the GPL and such a license as this
are becoming matters of public record. Perhaps have NIST or someone
keep them as official standards?
As things now stand, the GNU GPL has no official status. Perhaps
someday, if free software is far more accepted than it is now, the GPL
or something like it will become an official standard. But this is an
awfully big chicken, and I don't want to claim it will hatch out of
the small eggs we are incubating today.
