Letter from the Polish Prime Minister

HIS EXCELLENCY, MR. TRUMAN, PRESIDENT OF THE UNITED STATES OF AMERICA:

I have the honor to notify you that, as a result of the understanding reached in Moscow between representatives of the Warsaw Provisional Government and Polish democratic leaders invited from Poland and from abroad under the auspices of the commission of three set up at the Crimea Conference, the Polish Provisional Government of national unity was formed on the 28th of June, 1945, in accordance with Article XLV of the Constitution of the Polish Republic of 1921.

The Provisional Government of national unity has recognized in their entirety the decisions of the Crimea Conference on the Polish question.

At the same time I have the honor, in the name of the Provisional Government of national unity, to approach the Government of the United States of America with a request for the establishment of diplomatic relations between our nations and for the exchange of representatives with the rank of Ambassador.

Please accept the assurance of my highest consideration.

President Truman's Reply

HIS EXCELLENCY, EDWARD OSUBKA-MORAWSKI, PRIME MINISTER OF THE POLISH PROVISIONAL GOVERNMENT OF NATIONAL UNITY, WARSAW, POLAND:

I am gratified to learn from your message to me, transmitted through your Ambassador at Moscow that the Polish Provisional Government of national unity was established on June 28, 1945, in conformity with the Crimea decision. I am pleased to note that Your Excellency's Government has recognized in their entirety the decisions of the Crimea Conference on the Polish question, thereby confirming the intention of Your Excellency's Government to proceed with the holding of elections in Poland in conformity with the provisions of the Crimea decisions. The Government of the United States of America, therefore, on the basis of its assurances given at the Crimea Conference, hereby establishes diplomatic relations with the Polish Provisional Government of national unity. I have chosen as Ambassador Extraordinary and Plenipotentiary to Poland Mr. Arthur Bliss Lane, whom I have instructed to proceed to Warsaw as soon as possible.

Accept, Excellency, the assurances of my highest consideration.

Statement by the President

It is with great satisfaction that I announce that, effective today, as of 7 P.M., Eastern War Time, the Government of the United States has established diplomatic relations with the newly formed Polish Provisional Government of national unity now established at Warsaw. The establishment of this Government is an important and positive step in fulfilling the decisions regarding Poland reached at Yalta and signed on Feb. 11, 1945.

The new Polish Provisional Government of national unity has informed me in a written communication that it has recognized in their entirety the decisions of the Crimea Conference on the Polish question. The new Government has thereby confirmed its intention to carry out the provisions of the Crimea decision with respect to the holding of elections.

Mr. Arthur Bliss Lane, whom I have chosen as United States Ambassador to Poland, will proceed to Warsaw as soon as possible, accompanied by his staff.

Statement by Great Britain

His Majesty's Government in the United Kingdom have received from the Prime Minister of the recently formed Polish Provisional Government of national unity in Warsaw a formal notification to the effect that a Government was established on the 28th of June and that it has recognized in their entirety the decisions of the Crimea Conference on the Polish question.

The message requested the establishment of diplomatic relations with His Majesty's Government and the exchange of representatives with the rank of Ambassador.

His Majesty's Government welcome the establishment of the Polish Provisional Government of national unity as an important step towards fulfillment of the decisions regarding Poland embodied in the declaration on Poland issued by the Crimea Conference.

In full agreement with the United States Government, they have conveyed to M. Osubka-Morawski their recognition of the Polish Provisional Government of national unity and have informed him of their readiness to establish diplomatic relations with it.

In doing so, they have recalled that the Crimea decisions on Poland include a provision that the Polish Provisional Government of national unity shall be pledged to the holding of free and unfettered elections as soon as possible on the basis of universal suffrage and the secret ballot, in which all democratic and anti-Nazi parties shall have the right to take part and to put forward candidates.

The appointment of a British Ambassador to Warsaw will be announced shortly. Pending his appointment, it is proposed to send to Warsaw as soon as possible the Hon. Robert Hankey as Chargé d'Affaires ad interim.

Message From Churchill to the Polish Prime Minister

I have received through His Majesty's Ambassador at Moscow your message informing me of the establishment in Warsaw on the 28th June of the Polish Provisional Government of national unity in conformity with the Crimea decision and with the understanding recently reached in Moscow by Polish democratic leaders from within Poland and from abroad and endorsed by the Moscow commission of three set up at the Crimea Conference.

I note with pleasure that the Polish Provisional Government of national unity recognize in their entirety the decisions of the Crimea Conference on the Polish question. These decisions include the provision that the Polish Provisional Government of national unity should be pledged to the holding of free and unfettered elections as soon as possible on the basis of universal suffrage and secret ballot in which all democratic and anti-Nazi parties shall have the right to take part and to put forward candidates.

In accordance with the undertaking which I gave at the Crimea Conference, I hereby convey to you on behalf of His Majesty's Government in the United Kingdom their recognition of the Polish Provisional Government of national unity with effect from the 6th July 1945. His Majesty's Government are ready to establish diplomatic relations with the Provisional Government and propose to send the Hon. Robert Hankey to Warsaw very shortly as Chargé d'Affaires ad interim pending the early appointment of an ambassador.
