That
message contains the maximum concessions that we can make to the proposal of
the President of the United States; however, whether or not you can convince the
Americans of this is naturally another matter. Now the international situation
as well as our internal situation is strained in the extreme and we have
reached the point where we will pin our last hopes on an interview between the
Premier and the President.
Please
try to convince ROOSEVELT and HULL to this effect and please bear in mind that
I do not consider that the interview need necessarily be bound strictly by what
is set forth in my caption message.
