seems that your #1136* passed my #798** enroute, but under the circumstances
here, we regret that the plan suggested by you, as we have stated in our
message would not suffice for saving the present situation.
We
see no prospects for breaking the deadlock except for you to push negotiations
immediately along the lines of the latter part of our #798. Please understand
this. The Premier also is absolutely in accord with this opinion.
