No there are no topic constraints, but I strongly encourage you to select
topics that are narrow enough that you don't get lost in them, that have
enough material close at hand so that you may build a viable and rich site
(must be copyright clear as well), that will be somehow unique (not
another site already covering the same territory and doing a good job out
there). 
I suggested the Southern Historical Collection because it is a rich source
for materials on many topics with a very cooperative and willing staff.
You may or may not decide to take advantage of this which is fine by me; I
have seen both good and poor work result from various topics. The biggest
problems are in my warning above, but I repeat: be sure that your topic
isn't overbroad, be sure you have access to materials you can use, be
original.
