A very common bug for tomato plants in California, we had them all the time when we lived out there. I think if they make it full cycle they turn into those giant moths, you know the ones that are bigger than your hand and have hair like stuff on their antenna's. So I had posted a messgae asking help, someone replied they grow from cuttings, others were surprised that the seed would not grow. What I was doing wrong as planting the seed too deep, so I tried sprinking the seed on top of the soil and watering, more or less as you suggest, and they sprouted nicely.
