I suspect you are referring to Chinese tallow, which is a common wild shrub along the Gulf Coast and up the Atlantic Coast to about Myrtle Beach. Nurseries in these coastal states might have it. It is an important feed plant for bees, blooming in June here, which is after spring nectar sources are finished. Sometimes it is called "popcorn tree" I've heard that the seeds have so much oil that they will burn for a long time.
