morning I ran a quick check of the National Water Quality
Information data base--which you and others may use at anytime--
and discovered a couple of items that may be of some use.

Several states responded to my e-mail note last month with information
about volunteer water quality monitoring efforts. I met informally with
representatives from EPA, SCS, National Weather Service, TVA, and National
Park Service to share that information and talk about possible "what
next?" opportunities. I wanted to let you know what happened and "what
next."

Because it was an informal meeting to begin sharing information, we had
people representing very different types of programs and approaches. It
was the beginning of a beginning. At this point, we have agreed to share
names of contacts and to encourage the exchange of information about
programs. I am sending the names and address of Extension Water Quality
Coordinators to EPA; they are going to add the names to the mailing list
for 2 publications - The Volunteer Monitor and The Water Monitor. The
first is a national newsletter somewhat similar to NPS News Notes but with
a much smaller circulation. The second is an EPA newsletter that will
provide information about EPA activites.  It might take a little time for
the mailing lists to be updated, but when these pubs do appear in your
mailbox you'll know how they came to be there!

In exchange, Alice Mayio at EPA has asked if we would be willing to send
information about our volunteer monitoring programs to her or to put them
on the NPS Bulletin Board. She is going to send me a disc with the new
instructions for accessing the bulletin board, as well as the names of the
EPA Regional Office contacts for volunteer monitoring. When I receive that
information, I will load that on e-mail for you. Like the NPS News Notes,
this is an opportunity for you to gain recognition for Extension efforts
in volunteer monitoring. Her address is:

    I have just received copies of the above document from EPA for
distribution.  The report analyzes the economic impact on producers
of the CZARA "management measures" to reduce nonpoint source water
pollution from agricultural production.  It contains a summary, a
description of agricultural activity in the coastal zone, and
findings for four kinds of activities: erosion management on
cultivated cropland, irrigation management, grazing land management,
and fertilizer and pesticide management.  It also examines the
economic impact of combinations of costs that may be incurred by
producers subject to more than one management measure.

    Let me know if you would like a copy.  This thing is like a James
Michner novel, it's sold by the pound.

SUBJECT:    Coastal Zone Act Reauthorization

The purpose of this letter is to clear up any confusion which may
have arisen from Andy Weber's letter of April 20, 1993 on the same
subject.

EPA and NOAA will be holding CZARA meetings in each one of EPA's
regions, beginning in May and ending later this summer.  (See
detailed meeting schedule attached.)  The purpose of these meetings
is for EPA, NOAA, and State environmental and agricultural agencies
to discuss:

o  Providing a common, consistent understanding of guidance
   documents.

o  Providing an opportunity for NOAA and EPA to communicate their
   expectations for State Coastal Zone (CZ) programs.

o  Answering initial questions or issues concerning development and
   implementation.

o  Identifying specific additional state educational and technical
   assistance needs.

Enclosed you will also find a copy of EPA and NOAA's agenda for the
first regional workshop to be held in the Washington, DC area later
this month.  You can expect a similar workshop agenda in your
region.

We urge you to take the initiative to contact your State lead
environmental agency to secure specific details on your regional
meeting.  At the federal level, Extension has secured invitations for
state CES's to participate.  We understand that the invitation will be
forthcoming from your lead State agency to your Director.  It is
uncertain, of course, whether states will issue invitations in a
timely manner, or will issue them at all.

Therefore, it is vital that Extension take an active role in these
workshops.  Word here is that CZ will be the model for
reauthorization of the clean water act.  Extension has a large stake
and a great deal of expertise in many of the issues which will be
discussed at these state meetings.

Please plan to participate.
