Item Zero. Today begins the third week of Histnews and I'm pleased to note that the number of subscriptions has been growing by leaps and bounds. Already I am trying to make some changes in response to the feedback I have received and I beg your indulgence as I review those changes. The information in most newsletters flows unidirectionally from editor to reader , and it is the editor's words which matter most. Histnews is different because almost every article that appears here was contributed by a reader. But I had a dilemma: how was I going to inform the readers about what was happening with Histnews? To solve this problem, I created _Item Zero_, which will appear from time-to-time to alert you to changes and future plans. Beginning with today, I am endeavoring to make the Tuesday issues include a number of articles that are related to each other topically. Since the goal of Histnews is to broaden usage of the Internet by historians, I thought it appropriate to begin by dedicating a good portion of this issue to resources having to do specifically with the Internet. In the articles which follow, you'll find FTP and gopher sites for guides to the Internet, announcements for Internet conferences, announcements for browsing tools, etc. I will announce the topics a week in advance and ask you to send in any tidbits of information you might have on that particular subject. Hart Project Gutenberg has been releasing Plain Vanilla ASCII Etexts on the Internet and its previous incarnations since about 1971. The goal of Project Gutenberg is to encourage the creation, and unlimited distribution, of some 10,000 Etexts by the end of the year 2001. Currently [1993] four books per month are scheduled for release, which doubles to eight books per month in 1994 and sixteen in 1995, etc. The books fall mainly into about half a dozen categories: Light Literature, Heav y Literature, Reference, Computers, Science Fiction. We are also planning a library of Etexts in French, German, and Latin as well as other languages. Project Runeberg in Swedish, is doing the Swedish classics. These Etexts are originally released as Plain Vanilla ASCII and .zip files, and are then often translated into various mark-ups such as PostScript, Acrobat, TeX , HyperText, and all the rest. JUSTICE DEPARTMENT ISSUES NEW FOIA POLICY Keywords: Government FFI: ALA Washington Office ; ALAWON Vol. 2, No. 44 On October 4, President Clinton and Attorney General Reno rescinded a 1981 rule which encouraged federal agencies to withhold information requested under the Freedom of Information Act (FOIA) whenever there was "a substantial legal basis" for doing so. In its place, agencies are directed to apply a "presumption of disclosure." A memorandum from President Clinton urged agencies to take a fresh look at their administration of the FOIA, to reduce backlogs of requests, and to enhance public access to information. (See below for the full text of the memorandum.) In a memorandum sent to heads of departments and agencies, Attorney General Reno stated that ...we must ensure that the principle of openness in government is applied in each and every disclosure and nondisclosure decision that is required under the Act....It shall be the policy of the Department of Justice to defend the assertion of a FOIA exemption only in those cases where the agency reasonably foresees that disclosure would be harmful to an interest protected by that exemption. Thi s is a major revision of the first edition, containing updates and several new sections. The Guide to Network Resource Tools describes many of the key tools in use today among the academic networking community for accessing resources on the net. The tools described in this guide have been divided into six functional areas. The first section, "Exploring the Network", covers Gopher and World-Wide Web. WAIS is documented in section two, "Searching Databases". The third section, "Finding Network Resources", deals with archie. WHOIS, X.500 and Netfind are discussed in section four, "Finding People and Computers". Trickle and BITFTP are covered in section five on "Getting Files".
