Student papers, Army War College, 10 Feb 1961. 72 p. Arch. Also pertinent are papers of GEN Matthew B. Ridgway, who commanded NATO forces, 1952-1943. Included is his Second Annual Report, Supreme Allied Commander, Europe (Paris, 30 May 1953), which is rather optimistic about the effort to increase the size and readiness of forces on the Continent. A less optimistic appraisal by Ridgway appears in the transcript of his interview with John M. Blair, 1971/1972. On pages 17-18 and 21-22, fourth interview, Vol II, the general mentions problems the politicians had meeting their Lisbon commitments. A third item in the Ridgway Papers that may be of interest are press releases covering his NATO year. Covers Lord Ismay's NATO: The First Five Years, 1949-1954 (UA646.3A56) briefly covers training of reserves on pp. 105-107, but Ismay's Memoirs...(NY: Viking, 1960; DA69.3I8A3) are of marginal use. Some Army War College student papers of the 1950s cover related topics, such as "France in the Defense of Western Europe," a subject studied by several students in the class year 1951/1952. A set of Dept of Army G-2 translations of the 1950s (DA-G2-TR) includes at least one potentially useful source: France. Joint Staff. We also have a document prepared by the U.S. Military Assistance Advisory Group, France, entitled "Narrative Statement - France" (MAAG-F8-NS). Section 4 is "Effectiveness of Forces Evaluation." Unfortunately, this is dated 30 Jun 1959, but there must have been earlier similar documents, since O'Farrell quotes from two "Effectiveness of Forces" reports of 1954.
