To a first approximation: Put your tongue in the position for 'L', and blow hard. More detailed: Starting in the 'L' position, raise just one side of your tongue to make contact with the upper side teeth, and blow hard. Apparently most Welsh speakers have the left side raised so that air passes out over the right side of the tongue, but learners probably don't need to worry about this level of detail.
