I have done some thought on this topic of id tagging writers as proficient or not so as an individual writer may be. As a learner I would see the benefits of such a system. However, I do not think it is an issue which needs be addressed as list policy. As a matter of common practice, if you are so inclined to indicate at which level of proficiency you are, be it learner, fluent reader, or native, it is up to you to decide if such a label is needed for your own writings. If you are moderately fluent but feel you may have made errors, feel no shame in telling us so.
