It depends where in Wales you are. In Cardiff you wouldn't think to start in Welsh, unless at the Welsh club or somewhwere you knew had a concentration of welsh speakers. Many Cardiffians wouldn't recognise welsh being spoken. In Gwynedd, I would start in welsh in places to the west of Bangor as a general rule (and more rural areas), and Ynys Mon would yield a high proportion of welsh speakers, though not half as much as a mere twenty years ago, unfortunately.
