Small size, plastic cover, no pretensions to comprehensiveness, but good for learners (I use it most days for words in WELSH-L postings, and only occasionally have to resort to the Geiriadur Mawr). As for sources of supply for people in the USA: a very helpful summary has just been posted on WELSH-L, and there are also other addresses in the WELSH-L info files at IRLEARN (send the command INDEX WELSH-L to the LISTSERV (*not* to WELSH-L) to see a table of contents). I can second the recommendation of "Y Geiriau Bach" - very useful for tracking down idioms! Also "Gramadeg Cymraeg Cyfoes" as a basic grammar book. But these are reference items, and to learn from scratch it's best to have a programmed course of study - Internet/Web junkies could start with Mark Nodine's WELSH-L course, otherwise there are various courses available (both books and video tapes).
