Such an Act would have to ensure legal equality between the Language of Heaven and the language of the Infidels (I suspect you can guess which is which ;-) ) and introduce either a scheme of incentives for businesses who gave Welsh a decent status or a scheme of fines or similar for businesses who continued to regard Welsh as somehow 'quaint' and 'nice thought but nobody speaks it any more, do they...' I don't know that French really needs much protection - every time I've gone to France (admitedly the last time was about 3 years ago) the language has always seemed quite healthy.
