The county is indeed Powys, whose County Hall is in Llandrindod Wells - a letter addressed to 'Powys County Council, County Hall, Llandrindod Wells' would get there without difficulty. Any family records from pre-1974 will, however, still be kept at the old record office for the former county of Montgomeryshire, which is probably, but not necessarily, in Montgomery. If it's not in Montgomery, my guess would be that it's in Welshpool, but I don't know. Sorry about my ramblings - I hope that this sets you on the righyt track, at least. Steve Morris.
