I would agree more with your statement "just depend(s) on where the speaker/writer comes from" For instance, on Radio Cymru (BBC national station) we have Hywel Gwynfryn, Dei Tomos, Nia Chiswell (northerners), Sulwyn Tomos, Ray Gravell (southerners) The soap "Pobl y Cwm" is set in the South, whereas something like the sitcom "C'mon Midffild" is set in the north.
