Title I, SEC. 1003. PROTECTION OF CONSUMER CHOICE. Nothing in this Act shall be construed as prohibiting the following: (1) An individual from purchasing any health care services. (2) An individual from purchasing supplemental insurance (offered consistent with this Act) to cover health care services not included within the comprehensive benefit package. (3) An individual who is not an eligible individual from purchasing health insurance (other than through a regional alliance). (4) Employers from providing coverage for benefits in addition to the comprehensive benefit package (subject to part 2 of subtitle E).
