Title I, SEC. 1325. CONSUMER INFORMATION AND MARKETING. (a) Consumer Information. (1) In general. Each regional alliance shall make available to eligible enrollees information, in an easily understood and useful form, that allows such enrollees (and other alliance eligible individuals) to make valid comparisons among health plans offered by the alliance. Such information shall be made available in a brochure, published not less often than annually. (2) Information to be included. Such information must include, in the same format for each plan, such information as the National Health Board shall require, including at least the following: (A) The cost of the plan, including premiums and average out-of-pocket expenses. (B) The characteristics and availability of health care professionals and institutions participating in the plan. (C) Any restrictions on access to providers and services under the plan. (D) A summary of the annual quality performance report, established pursuant to section 5005(d)(1), which contains measures of quality presented in a standard format. (b) Marketing. Each regional alliance shall review and approve or disapprove the distribution of any materials used to market health plans offered through the alliance.
