Title V, SEC. 5122. COMPREHENSIVE HEALTH INFORMATION PRIVACY PROTECTION ACT. (a) In General. Not later than 3 years after the date of the enactment of this Act, the National Health Board shall submit to the President and the Congress a detailed proposal for legislation to provide a comprehensive scheme of Federal privacy protection for individually identifiable health information. (b) Code of Fair Information Practices. The proposal shall include a Code of Fair Information Practices to be used to advise enrollees to whom individually identifiable health information pertains of their rights with respect to such information in an easily understood and useful form. (c) Enforcement. The proposal shall include provisions to enforce effectively the rights and duties that would be created by the legislation.
