of dollars on research to show how bad experiemental technique is done.

Lord, seems like a VERY good investment to me.

So, Chris, Pons and Fleischman have had over five years to explore this
'new' phenomena. They have a huge laboratory and, apparently, massive
backing by the large Japanese conglomerant, Toyota.

If you read every CF paper religiously and listen very carefully you will
detect neither hide nor hair of a return on that investment, nor a single
competent paper from that laboratory.

Is that because the Energy Department is funding hot fusion?

Hi

They have actually put a small light bulb in the primary circuit and
one in the secondary, and then tuned the resonance until the input
bulb goes very dim and the output is very bright. Could this be
a good test or can this happen somehow? It's supposed to be
a dead good visual measurement?

Authorities have contacted me. Yes, and I am tickled! I have been asked
by Cornell to give the Messenger Lectures. And Adderson Wesley want me
to revise the Feynman Lectures on Physics. The 3 volume set which is so
dear to my heart as it is to all the readers of the sci-hierarchie. As
soon as I put the phone down, my comrades at work wept and balled
profusely in tears.
   So, I will team up with Legton, Sand, and Godstein to do this chore.
I can understand why Adderson Wesley and their fine team of physicist
choose me. I am a one of those who is a nonPhD, and I have never won a
Nobel prize in the last consecutive 20 years. As Sir Eddington remarked
"untouched and unstained by the blood of human hands" my theories that
is.

  Well I was so ecstatic that in excitement I have decided to give
previews of the world's first revision of the Feynman Lectures on
PHYSICS. I told Adderson to keep the length the same of a 3 vol set. I
told the secretary, very nice homely lady, to keep the same size as
always where they fill an entire briefcase and make a backpack look
dumb. Definitely keep the commerative issue color of slate blue with
gold embossing on red.  And I wanted rapid acid paper, so that the
books yellow and crumble and have to buy them every five years.

The introduction will show two pictures. One of Richard on a Jamaican
steel drum (we have to update this you know) singing tenor of the song
N'er My God To Thee. The second picture will show me providing singing
in the background with a moog synthesizer singing the same song only in
German Neben Mein Gott Zu Dich. Richard would have approved.

Now the page numbering in the old set was too clear. And anyone wanting
to look up something had the tendency, because it was so clear, had the
tendency of jettisoning past the page looked for. So I am going to
redesign the new revised Lectures with a gizmo to get you to the page
you are hunting for without that problem.

  For example, you turn to page 1-2a.3 to see my first major revision
of that classic bible of physics.

 If, in some cataclysm, all of scientific knowledge were to be
destroyed, and only one sentence passed on to the next generations of
creatures, what statement would contain the most information in the
fewest words?  I believe it is the Atax Hypothesis (or the Atax Fact,
or whatever you wish to call it) that all things are made to tax--
little particles that move around in perpetual motion, attracting each
other when they are a little distance apart, but repelling upon being
squeezed into another tax bracket.  In that one sentence, you will see
there is an enormous amount of information about the world, if just a
little imagination and thinking are applied.
	To illustrate the power of the atax idea, suppose liberal democrats,

  We certainly agree with Richard that this is the prima donna of all
physics wisdom. The charm in which Richard has distilled all of
physical science into a lovely work of art, rivals the poetry of the
ode to a grecian urn.

  I am hoping to recruit Dr. Alexander Abian to write a blurb in the
Newly Revised The Feynman Lectures on Physics. Abian's crackpot list
would go handsomely on page 1-2a.2. Sound the clarion call please for
Dr. Abian to help in the revising of the now famous Lectures.

Again, more nonsense Dick. I responded to the following quote from your

Given that fine titanium monocrystaline particles, (not "smoke") were
-evaporated in argon- onto the inner wall of the measuring vessel,
the argon then being pumped out and .."the tritium was added and was
completely absorbed in a few seconds. This was confirmed by hundreds
of experiments. "...(Ref 1), I fail to see how the tritium was either
-not absorbed- or later, -displaced-, by some other chemical, when the
pressure of the experimental chamber is recorded as being held constant
at 10^-5 mm Hg, with -no variation- (leak) indicated in Graph A,(Ref1)
up to >300 deg. C, after which the tritium (in Graph A), can be seen to
be outgassing from the Ti as the temperature increases, -as expected-.

Exactly so Dick, Ti deposited in argon, then Tritium added, so what 
displaces the Tritium, and how come it is not registered by the
pressure gauges, as is the outgassed Tritium ?

The reason it would cause only that level damage to a human is because in 
general humans are not made to be perfect wavelengths in size.

Not entirely true, depends on wavelength and materiel. 

I tried to find the reference after a query, but all I could find was a note
that the transmission system tested to 65% efficiency and that the tests
were suposedly done at JPL Goldstone. The "sunburn" bit is from memory :-)

I know there was a lot of interest in the seventies with people going 
as far as soliciting investments in commercial projects.

Perhaps someone else might be able to provide further info.
Perhaps not here, is there an appropriate group for this sort of thing ?

     The most thorough and definitive summary of all experimental work to
date in the Cold Fusion field is an unpublished preprint by retired Los
Alamos nuclear chemist Dr. Edmond Storms:
     "A Critical Review of the 'Cold Fusion' Effect," December 27, 1994,
63 pages.           (My unsolicited personal opinion is that you should
offer to reimburse him 8 cents per page for Xeroxing plus $1.47 for
postage & 30 cents for envelope, i.e. a total of $6.81 which it would cost
him to send you a preprint by snail-mail.)
     I hope that he does not mind my posting his address:

     but I am so impressed by his forthcoming paper that I believe that
the whole world needs to read it, and the sooner the better!
     I would like very much to hear in writing from any skeptic who reads

induced at unprecedentedly "low" energies by making use of chemical and
solid-state environments not hitherto believed capable of fostering

I smell a forgery.  I doubt that Ludwig wrote this; the rest of the article
reads like a parody of LP's style.

Another version of the Proceedings of the Fourth International Conference on
Cold Fusion (ICCF4) was recently published by the American Nuclear Society
(ANS). There are now two versions of the proceedings: the full one from EPRI
and the selected, peer-reviewed ANS version.
 
The conference was sponsored by the Electric Power Research Institute (EPRI),
Advanced Nuclear Systems, and by the U.S. Office of Naval Research. It was held
December 6 - 9, 1993, at Hyatt Regency Maui, Lahaina, HI.

This is in four volumes.
 
The peer reviewed (ANS) version is: Transactions of Fusion Technology, Vol. 26,
No. 4T, Part 2 (Dec. 1994), ISSN: 0748-1896. Contact: Publications Manager, The
American Nuclear Society, 555 North Kensington Ave, Lagrange Park, IL 60525.
Back issues of Fusion Technology are available from the APS publications office
at 708-352-6611.
 
The ANS version includes some of the foremost papers from the conference. I was
pleased to note that it is dedicated to the memory of Julian Schwinger.
Unfortunately, it does not include some of my favorites, like Mizuno, or
Cravens. Cravens was voted "best at conference" by Martin Fleischmann. As Tom
Passell explained in the Preface, "Not all of the interesting papers were
either submitted for peer reviews or passed it, which may say as much about the
value of peer review on a radically new topic as about the quality of the
research." A few of the ones that did made it into this collection are real
duds. Perhaps it should be called "The Best and Worst of ICCF4."
 
The papers in the ANS version have not been changed or edited much. The English
is improved in some, the figures are better, and the printing is better, so the
figures and graphs come out a clearer. It is indexed by author and subject. The
EPRI version is not indexed at all, which is annoying. At least one interesting
paper that got left out of the EPRI version made it into the ANS one:

     Multilayer Thin-Film Electrodes," Transactions of Fusion Technology,
     Vol. 26, No. 4T (1994), p. 313
 
Miley is the editor of Fusion Technology. He wrote the Forward and the
Dedication as well as this paper. It is fine paper, well worth including.

Thermal RF power meters can be very accurate.

Linear Tech Makes a single chip thermal meter LT1088 while only good to
100mW or so it is accurate to 1%

HP makes thermal RF power meters good to 10's or 100's of Watts, also
about 1% accurate.

This message is posted periodically to inform readers about on-line
data sources related to "cold fusion" which are located at the 
University of North Carolina SunSITE server.

Two public WAIS (Wide Area Information Server) sources are online:
(1) Dieter Britz's Bibliography (periodically updated), and
(2) A sci.physics.fusion archive (1989 to present).
WAIS provides for multiple keyword searches in these databases.  It
does _not_ support boolean logic in the searching :-(.

1.  If you are directly connected to Internet, you can log onto a public
    WAIS server at the University of North Carolina:

2.  If you have a "gopher" client, you can use it for WAIS access.  Many 
    university campuses provide gopher as a public information service.
2a. On most systems, you first select an option labeled "Other Systems",
    then from that menu select "WAIS based information".  Since each
    gopher site creates its own menus, I can't tell you exactly where to
    go from there.
2b. If you can gopher to SunSITE, at UNC, navigate the menus down thru
    SunSITE archives..All archives..Academic..Physics..Cold-fusion.
    You will find the searchable databases (typically marked <?>), as
    well as the primary-literature files discussed below.
2c. If you can 'telnet' but not 'gopher', you may telnet to
    sunsite.unc.edu and login as 'gopher'.  Then follow 2a or 2b above.

3.  If you have World Wide Web (WWW) browser, such as Mosaic, Cello, or
    Lynx, you may use the following URL's:

    available in the public domain.  Try ftp-ing to one of these sites:

There are several additional files archived at sunsite (e.g. Bollinger's
Twist of Ribbon, preprints of the Fleischmann&Pons 1989 paper), which
