CARBON TAX: Fact Sheet - 10/13/92 October 13, 1992 CARBON TAX IMPACT The following are the estimated state-by-state impacts if Clinton/Gore were to impose a carbon tax. Overall, a carbon tax would put at risk 5 million U.S. jobs, with an estimated job loss of 600,000 by the year 2000. A carbon tax would also increase annual household energy utility bills in the U.S. by an average of $342 annually. The report calculates that if a carbon tax is adopted, the jobs of nearly five million American workers will be put "at risk" or threatened. In additon to the estimated job losses identified in column two, substantial numbers of other workers will experience tangible adverse changes in their terms of employment including: reductions in wages, reductions in hours worked, increased frequency and duration of layoffs, and greatly diminished prospects for job growth. ** - CONSAD REPORT - Calculates estimated job loss in the first five to ten years after the implementation of a carbon tax or an equivalent command and control policy aimed at discouraging carbon use. *** ICC REPORT - Two members of the Illinois Commerce Commission have released a study indicating the costs to residential customers of a carbon tax. The numbers reflect the total dollar increase in the electric and natural gas utility bills of the average residential consumer in each state.
