THE WHITE HOUSE Office of the Press Secretary ________________________________________________________________________ For Immediate Release August 15, 1994 PRESIDENT NAMES GARY RODRIGUES AND LUCY WILLIAMS TO THE ADVISORY COUNCIL ON UNEMPLOYMENT COMPENSATION President Clinton today announced his intention to appoint Gary Rodrigues and Lucy Williams to the Advisory Council on Unemployment Compensation. Gary W. Rodrigues has been serving as the President of the Hawaii State AFL-CIO since 1985. Mr. Rodrigues represents the Hawaii AFL-CIO yearly on unemployment insurance law changes at the State Legislature. In 1991, he also negotiated with the State Department of Labor and the State Legislature on major improvements to the unemployment compensation law. Mr. Rodrigues also serves as a board member of numerous civic and community organizations, including the Hawaii Public Officers and Employees Compensation Review Commission, the Research Corporation of the University of Hawaii, the Aloha United Way and the Committee on Efficiency in Hawaii. Lucy A. Williams has been serving since 1991 as an Associate Professor of Law at the Northeastern University School of Law. From 1979 to 1991, Ms. Williams worked for the Massachusetts Law Reform Institute as an attorney specializing in governmental benefits and administrative negotiation of governmental benefit policies and regulations. She has also authored several pieces of legislation that were enacted by both the Illinois and Massachusetts legislatures and has chaired more than ten Massachusetts advocacy task forces. Ms. Williams received a B.A. from Baylor University in 1969 and a J.D. from the University of Chicago Law School in 1974. The Advisory Council on Unemployment Compensation evaluates all aspects of the unemployment compensation program, including the program's purpose, goals, adequacy of benefits and trust fund solvency. The Council makes recommendations based on its evaluations for improving the program. -30-30-30-
