GEE AND EDWARD F. HARTFIELD TO THE FEDERAL SERVICE IMPASSES PANEL President Clinton today announced his intention to appoint Dolly M. Gee and Edward F. Hartfield to the Federal Service Impasses Panel. Dolly M. Gee of California is a Partner at Schwartz, Steinsapir, Dohrmann & Sommers in Los Angeles, CA, a position she has held since 1986. Previously, Ms. Gee was a Law Clerk at the U.S. District Court for the Eastern District of California for the Honorable Milton L. Schwartz. From 1992 to 1993, she was President of the Southern California Chinese Lawyers Association. Ms. Gee received a B.A. from UCLA and a J.D. from the UCLA School of Law. Edward F. Hartfield of Michigan is currently the Executive Director of the National Center for Dispute Settlement. In this capacity, he is involved in mediating union-management contract negotiation disputes, designing dispute resolution systems, and training and advising U.S. and Japanese companies in innovative negotiations practices. From 1987 to 1990, he was a project adviser for the Michigan Labor Management Partnership Project. He served as a Commissioner of the Federal Mediation and Conciliation Service at both the national and Detroit offices from 1979-1988. He was also a mediator with the State of New Jersey Office of Dispute Settlement from 1976 to 1979. He has served on numerous panels including the AT&T and the Communication Workers of America Grievance and Mediation Panel and the Caterpillar and the UAW Grievance Mediation Panel. Mr. Hartfield received a B.A. from Oberlin College and a M.A. from the University of Detroit. The Federal Service Impasses Panel provides assistance in resolving impediments in negotiation between Federal agencies and unions representing Federal employees. After investigating a situation, the Panel may recommend various procedures such as arbitration. The Panel also provides direct assistance such as fact finding or written submissions. Final action, such as an arbitration award or a Decision and Order of the Panel, is binding on the parties involved. -30-30-30-
