*** Glasnet: Moscow TV and Radio monitoring by Anatoly Voronov, GlasNet, avoronov@glas.apc.org, all times Moscow 16:00 Boris Yeltsin ordered state of emergency in Moscow for one week. 21:00 Only one channel of Moscow TV is operating (Channel 5). Channels 1 and 3 (Ostankino) are inactive. Announcer briefes us on the events which started at noon. The mob gathered around the "White House" (Parliament building) broke the police barricades. Several trucks with armed guards loyal to Rutskoi and Khasbulatov left towards the Ostankino TV center. The first floor of Ostankino TV studios was taken by the attackers. They used a truck to break the glass windows. A short video record taken from inner staircase was presented, showing the ZIL truck breaking the glass. The Municipal Council (Meria) of Moscow located in the former Comecon building several hundred yards away of the Parliament, was stormed. Two militiamen (policemen) were killed. Five storeys of the building were occupied by the attackers. The security guards were locked on the seventh floor. Mr. Braginski, one of the deputies to Mr. Luzhkov, Moscow Mayor, was taken as hostage. 22:12 According to TV coverage, two soldiers of Interior Forces were shot dead inside the building. 21:55 Mr. Gaidar, First Vice-Prime-Minister, speaks briefly on the 5th Channel (its studio is located in other building, not occupied by Rutskoi's supporters). Gaidar asks people to help "thwart the peril of converting Russia in a concentration camp". Gaidar asks people to gather at the Moscow City Council on Tverskaya st., down- town Moscow. 22:00 Radio Voice of America, relayed by local FM station, informs that Mikhail Gorbachev urged Mr. Yeltsin to reconsider his decision on the state of emergency. "The events in Moscow are taking dangerous course", he said. 22:10 Radio "Nadezhda" in Moscow informs that Mr. Rutskoi demanded the arrest of V.Pankratov, head of Moscow militia (police). 22:12 Vesti newsreel. Commentator Svanidze informs about the assault to Ostankino TV Center. 8 persones reported dead (included a French journalist). Later the figure of 9 was quoted. The Government decides to use the elite units (27th motorized brigade located in Teply Stan in South-West Moscow) for protection of the vital points of the capital. 22:15 Mr. Yeltsin's statement is announced. "This is an action planned with anticipation. They outlawed themselves. They want civil war. Guerrillas from different cities came to support Rutskoi". The President stripped Rutskoi of his Vice-Presidency and his military rank of general, and discharged him from the army. The statement ended with pathetic "We'll win", which reminds of the slogan of Mr. Castro of Cuba. President Yeltsin established also the succession rule in case of his death: it will be Prime Minister or Vice-Prime-Minister. All this time the Channel 5 broadcasts an American film about a crash of a supersonic airplane, and a lot of commercial advertising: snickers, cat's food, etc.. 22:37 The TV commentator Svetlana Sorokina appears for short moments. She informs that the attack to the TV Center had been repelled. 22:40 Channel 6 (St.Petersburg TV). They put a notice, asking people to call them and inform them (!) what is happening. The spokesman relays to the public the calls received: tanks has been seen on Leningradsky Prospekt of Moscow. On Taganskaya Plaza troops and armored vehicles are concentrated. Military units seen close to Frunzenskaya Metro station are on Yeltsin's side. The sixth floor of ITAR-TASS information agency has been occupied by Rutskiists. In the vicinity of the U.S. Embassy shooting is heard. Barricades are being built on Nikolskaya street close to Kremlin and GUM superstore. Patrick Bourat {spelling may be incorrect}, French journalist, was wounded in Ostankino (later his death was reported). 23:05 Vesti newsreel. Again Yeltsin's statement is read. "In keeping with the right given to me by Constitution..." {What Constitution? That of Brezhnev era, adopted in 1977?} A short statement of Mr. Luzhkov, Moscow Mayor, who asks people not to leave their houses and not to show up in the streets. Mr. Gaidar's intervention immediately after Mr. Luzhkov's, and contradicting him: "Let's go to Moscow City Council building, to defend the democracy and the future of our children". A long speech by neatly dressed, round-faced Mr. Stankevich, third-rank pro-Yeltsin politician, with no information at all. {Who is Stankevich? What the heck he has to do with current events?} Only after this some live reports are presented: soldiers in the corridors of the Ostankino TV Center. A corpse is being dragged on the floor by two uniformed persons. Victor Bragin, head of Ostankino TV, warns that the second wave of mob is coming, and doubts that a couple of armored vehicles would be able to stop it. The electricity supply to the TV building is broken due to an act of sabotage. Many wounded persons are reported. M.Shteinbok, graphic reporter of Ogoniok magazin, had his leg wounded. Maya Skurikhina, Pravda correspondent, had her arm broken. The general impression is of lack of professionalism on the TV. Most of the time is filled with opinions, rhetorics, comments, and very few pieces of news, with practically no live coverage. Mr. Yeltsin never appeared on the TV {which looks strange, if not to say more}.
