The White House Office of the Press Secretary ----------------------------------------------------------------- For Immediate Release August 2, 1993 Statement by the Press Secretary The President announced that Regina Montoya, Assistant to the President for Intergovernmental Affairs, is returning to her hometown of Dallas, Texas, where her husband, Paul Coggins, President Clinton's nominee to be the U.S. Attorney for the Northern District of Texas, and their seven year old daughter reside. Succeeding Ms. Montoya as the new Assistant to the President for Intergovernmental Affairs will be Marcia Hale, currently Director of Scheduling and Advance. The President issued the following statement: "I appreciate the outstanding work Regina Montoya has done as the Director of the Office of Intergovernmental Affairs." "When I asked Regina to join my administration, I knew she was sacrificing a great deal to leave a successful legal career and her family in Dallas. When she informed me she was contemplating returning to Dallas because of the difficulty the commute has placed on her family, I was supportive of her decision to reunite her family." "I applaud her decision, and thank her for the hard work and dedicated service she gave her country and wish her happiness and success in the future. And I look forward to calling on her for her insight in the future." "I am also very pleased that Marcia Hale has agreed to take on this new responsibility. Marcia has been a strong team player, a dedicated worker, and a valued advisor in her capacity as Director of Scheduling and Advance. Her background in state government and experience in consensus building and solving local issues will make her a forceful advocate for local and state interests. I look forward to Marcia's trusted counsel, analysis and judgement in this new and exciting endeavor." Ms. Montoya issued the following statement: "The opportunity to serve in the Clinton White House has been a highlight of my professional career." "As many two-career families have discovered, the balance between work and family is a delicate one, and our family is no exception. My husband and seven year old daughter have been very supportive of me as I have worked here in Washington while they have remained in Dallas. With my daughter beginning school next week and my husband starting his position as the U.S. Attorney for the Northern District of Texas, I have made the decision to returning to Texas and pursue business opportunities." "My pursuit of business opportunities will begin only once I return to Dallas because of the appropriate ethical constraints currently in place." Ms. Hale issued the following statement: "Serving as President Clinton's Director of Scheduling and Advance has truly been an honor for me both professionally and personally. I want to thank the President for his confidence, friendship and trust as I willingly accept the new challenge of becoming Assistant to the President for Intergovernmental Affairs." Regina Montoya: Before joining the administration, Ms. Montoya, 39, was a shareholder with the Dallas law firm of Godwin & Carlton. She was active in many civic and cultural activities both in Dallas and nationally. She was an elected member of the Harvard Alumni Association Board, the President of the Volunteer Center of Dallas, and a member of the Board of Directors of the Greater Dallas Chamber of Commerce. She is a graduate of Wellesley College and Harvard Law School. Marcia Hale: Ms. Hale has extensive experience in state and local government, including Director of South Carolina Governor Richard Riley's Washington office, where she coordinated state and local issues on federal legislation and was liaison to the National Governor's Association. She was also Legislative Assistant to Rep. Butler Derrick with responsibility for Economic and Agricultural issues. Ms. Hale was also Assistant County Planner for the Aiken County Planning Commission and assisted Supervisor Diane Feinstein on redevelopment plans for downtown San Francisco. Previous to joining the White House staff, Ms. Hale served as Political Director of the Democratic Congressional Campaign Committee. Ms. Hale is a native of South Carolina, with a bachelor's degree in political science and a Masters degree in Public Administration from the University of South Carolina. -30-
