THE WHITE HOUSE Office of the Press Secretary For Immediate Release December 1, 1993 PRESIDENT MEETS WITH INTERGOVERNMENTAL RELATIONS COMMISSION President Clinton spoke this morning at a meeting of the Advisory Council on Intergovernmental Relations, which was created during the 1970s to foster better relations between all levels of government. Its primary functions are to provide an intergovernmental problem-solving forum, policy recommendations for intergovernmental cooperation, identification of emerging issues, information dissemination, and technical and international assistance.
