THE WHITE HOUSE Office of the Press Secretary ________________________________________________________________________ For Immediate Release July 11, 1996 STATEMENT BY THE PRESS SECRETARY We are pleased to announce another step forward in the implementation of the 1994 U.S.-North Korea Agreed Framework, which calls for the freeze and eventual replacement of North Korea's dangerous nuclear program with two proliferation-resistant light water reactors (LWRs) provided by the Korean Peninsula Energy Development Organization (KEDO). Today, at KEDO headquarters in New York City, KEDO and the DPRK will sign three protocols in connection with the light water project, covering privileges and immunities for KEDO workers in North Korea, communications, and transportation for the implementation of the December 1995 LWR Supply Agreement. Signing of these protocols will facilitate the initial site work for the project, which is expected to begin later this year. ###
