EFFRON TO SERVE AS JUDGE ON UNITED STATES COURT OF APPEALS FOR THE ARMED FORCES President Clinton today announced his intent to nominate Andrew S. Effron of Annandale, Virginia to the U.S. Court of Appeals for the Armed Forces. The U.S. Court of Appeals for the Armed Forces is composed of five judges appointed by the President for a 15 year term. The Court has jurisdiction over criminal appeals involving conviction of military personnel at courts-martial. Mr. Effron is currently the Minority Counsel for the Senate Armed Services Committee, a position he has held since 1995. He was previously General Counsel of the Committee from 1988 to 1994, and Counsel to the Committee from 1987 to 1988. From 1977 to 1987, prior to his service with the Senate, Mr. Effron worked in the Office of General Counsel at the Department of Defense. From 1976 to 1977 Mr. Effron served in the Office of the Staff Judge Advocate at Ft. McClellan, Alabama and at various times from 1970 to 1976 he served in the office of Congressman William Steiger. Mr. Effron graduated magna cum laude with a B.A. from Harvard College in 1970 and he received his J.D. cum laude from Harvard in 1975. He currently resides in Annandale, Virginia with his wife, Barbara, and children, Robin and Michael. -30-30-30-
