USENET Guide

Two words. One absolutely neccessary (USENET) and the other plain
and simply descriptive (Guide). 

Anything that the USENET Guide does not provide directly, i.e. FAQ's,
can be explained in an introductory section with references to
where such information is stored. Thus, the newbie who grabs a copy
of the USENET Guide will always find what they need, either directly
in the Guide or indirectly by following up a reference given in the
Guide's intro section.
