            NSF, STATES, UNIVERSITIES, AND INDUSTRY
       ESTABLISH RESEARCH CENTERS TO BOOST LOCAL ECONOMIES
 
     In an effort to boost local and regional economies, the
National Science Foundation (NSF) and state governments have
joined with universities and industry to create a program to
support basic and applied research, promote technology
advancement, and encourage technology transfer activities.
     With a dollar-for-dollar matching commitment from both state
and industry sources, the NSF's State-Industry/University
Cooperative Research Centers (IUCRC) program will provide four
years of funding to six universities.  Over a four-year period,
Case Western Reserve University, the University of Maryland,
Michigan State University, and the State University of New York
at Binghamton will each receive a total of $1 million, the
University of Missouri at Columbia will receive a total of
$925,000, and North Carolina State University will receive a
total of $850,000.  The Centers may be renewed for an additional
four years depending upon an NSF performance review in the third
year, and availability of funds.
     NSF funds will support the centers' non-proprietary generic
research related to center-specific industrial applications,
while states and industry will support both generic as well as

directed research and development.  Industries will support the
centers through annual membership fees, and by funding specific
research projects in which they are interested.  University
support will come from housing the research centers and by
sharing various administrative costs.
 
     The results of NSF-funded research will be available to
member industries for their early use or as non-exclusive,
royalty-free patent rights.
 
     The State-IUCRC program resulted from an agreement between
NSF and the National Governors Association's Science and
Technology Council of the States.  States evaluated proposals
from universities within their jurisdiction, then submitted a
maximum of two proposals to NSF for merit review.
 
     In Ohio, the Center for Molecular and Microstructure of
Composites will be a joint effort between Case Western Reserve
University, University of Akron, and Edison Polymer Innovation
Corporation.  Through interdisciplinary research in molecular
modeling, materials characterization, chemical synthesis, and
composite processing, the Center will attempt to develop new
polymeric composites with vastly improved properties such as
fracture toughness, hardness, reduced weight, and radar
transparency.
 
     At the University of Maryland at College Park, researchers
using the Computer Aided Life Cycle Engineering Center for
Reliable Electronic Packaging will focus on developing and
optimizing design techniques for low-cost and unique electronic
packaging.
 
     Investigators at the Center for Low-Cost, High Speed,
Polymer-Matrix Composites Processing at Michigan State University
will study ways to reduce the cost of producing polymer
composites by reducing component costs, developing new high speed
processing technologies, and reducing the time required to
implement new composite designs and processes.  The Center is a
collaborative venture with the University of Michigan, Wayne
State University, Michigan Technological University, Michigan
Molecular Institute, and the Michigan Materials and Processing
Institute.
 
     At the University of Missouri at Columbia's Center for
Capsule Pipelines, researchers will attempt to develop new ways
to transport materials in capsule form.  The goal is to create
technologies that would reduce costs and pollution, and use less
energy, yet would be safer and more reliable.  The center will
initially focus on the physical, chemical, and engineering
phenomena associated with transporting coal through "coal log
pipelines."

     At the Center for Nonwovens at the North Carolina State
University, investigators will work toward developing new and
improved processes and products for bonded fiber web fabrics.
Such fabrics are neither woven nor knitted.
 
     The Integrated Electronics Engineering Center at the State
University of New York, Binghamton will host research that
attempts to integrate the design, assembly, and interconnections
of multi-chip electronic module packaging.  UniPEG, a state,
university, and industry consortium in New York, will work with
the center to convert promising results into industrial
applications.
