     The NSF Bulletin provides monthly news about NSF programs,
deadline dates, publications, meetings, and sources for more

            NSF Will Repeat Summer Institute in Japan
 
     The deadline for applications for the 1991 Summer Institute
in Japan will be Jan. 15, 1991.  This is an 8-week program under
which U.S. science and engineering graduate students intern at
Japanese research labs and receive Japanese language training.
Request the 1991 program announcement and application forms by

              Dissertation Proposals Deadline Dates
 
     Beginning in calendar year 1991, the Division of Biotic
Systems and Resources, in the Directorate for Biological,
Behavioral, and Social Sciences, will institute new deadline
dates for receipt of dissertation research proposals.  The new
deadlines will be February 1 and September 1.
 
                  CISE New Technologies Program
 
     The New Technologies program in the Division of Advanced
Scientific Computing (CISE Directorate) will provide support for
Postdoctoral Research Associateships in Computational Science and
Engineering.  Normally, awards will provide support through a
standard grant for 24 months.  The NSF Associateship awards will
range from $32,000 to $40,000 over a 24-month period, to be
matched equally by the sponsoring institution.  The objective of
the Associateship awards is to provide opportunities for young
scientists to broaden their knowledge and experience and prepare
them for significant research careers on the frontiers of
contemporary computational science.  The program deadline date is
Jan. 16, 1991, and copies of the announcement are available from

            Drug-Free Schools and Campuses Reglations
 
     In the Aug. 16, 1990, Federal Register (55 FR 33850-33601)
the Department of Education published the final regulations for
the Drug-Free Schools and Communities Act Amendments of 1989,
known as the Drug-Free Schools and Campuses Regulations.  The
regulation is effective Oct. 1, 1990.
     A one-time certification by educational institutions,
including higher education, is a condition of receiving
financial assistance from any federal program.  The grantee
schools must certify to the Secretary of the U.S. Department of
Education that they have adopted and implemented a program to
prevent the unlawful possession, use, or distribution of illicit
drugs and alcohol by students and employees.
     This is a new certification and does not replace the
individual project certification requirement of the Drug-Free
Workplace Act.
     Grantees covered by the regulations (institutions of higher
education and state and local education agencies) that have not
yet filed the certification are in violation if they have
received federal funds after Oct. 1, 1990.  For more information

                      New Keyword Thesaurus
 
     The Keyword Thesaurus, a classification system containing
terms and codes helpful in identifying areas of interest for
federal funding of research and other sponsored programs, is now
available in its fourth edition.  Agency personnel at NSF, NIH,
DOE, ONR, and NASA, use this coded list when preparing program
announcements and requests for proposals.  To purchase a disk or

                 EHR Advisory Committee Meeting
 
     The Advisory Committee for the Directorate for Education and
Human Resources will meet in NSF's room 540 on Nov. 29 and 30,

         National Conferences for Small High Tech Firms
 
     Small high technology firms with 1-500 employees have a
major marketing opportunity this fall.  A conference was held in
Denver, Co. on Oct. 30 through Nov. 1 and a second conference is
slated for Boston, Mass. on Nov. 27 through 29.  These conferen-
ces feature seminars critical to the performance and growth of
small high tech firms and are conducted by experts from the
private sector and eighteen government agencies.

      Design and Manufacturing Systems Grantees Conference
 
     A three-day conference to be held at the University of Texas
at Austin, will provide an opportunity for grantees and other
invited guests to exchange ideas and research results.  The
conference, to be held Jan. 9-11, 1991, is aimed at enhancing the
overall research effort, reducing duplication, and encouraging
cooperation among the participants.  Conference topics will
include:
 
     Design Theory and Methodology
     Manufacturing Processes
     Manufacturing Machines and Equipment
     Operations Research
     Production Systems
     Computer Integrated Engineering

               Alan T. Waterman Award Nominations
 
     The deadline for receipt of nominations for the 16th Alan T.
Waterman Award is Dec. 31, 1990.  The Award, presented annually
to an outstanding young scientist, mathematician or engineer,
will be announced and presented in May 1991.  For further
information and/or a copy of the guidelines for submission,

                    Proposal Date Correction
 
     The Engineering Research Equipment Grants program (REG)
submission date for proposals has been changed from December 15
(target date) to February 1 (deadline date).  Contact the
Division of Engineering Infrastructure Development (786-9631) for
copies of the new REG announcement.
